Three horses have been left to graze illegally on council-owned land in Holly Hall.

Although Parkhead Locks is one of a number sites within the borough that is let out for horse grazing, it is only offered on a 364 day licence agreement and there is currently a waiting list.

A resident, who did not wish to be named, told the News that they had no idea who the animals belonged to but they had been grazing on the land, off Holly Hall Road, for "three or four months".

The resident said she was concerned for the animals' safety as one of the horses had recently escaped and got on to the Dudley Southern By-Pass, where it was almost hit by a taxi.

She added: "The driver got out and tied it to the railings, but I don't know who took it back after."

Cllr Hilary Bills, cabinet member for environmental services said: “We are aware of these horses whose owners have allowed them to illegally graze on council land.

"To ensure their wellbeing we are working with our enforcement contractor and enforcement notices will be erected on site, requesting the animals are removed."

Cllr Bills warned: "Should the animals remain on council owned land this will result in the animals being removed to a secure location for their welfare.”
