VICTORIAN civil engineer and founder of the Malvern Hills Conservators Stephen Ballard has been commemorated with a plaque outside his home in Colwall.

The plaque has been installed at the Winnings, by the Colwall Village Society, whose chairman Michael Milne described Ballard as a man with a considerable legacy.

"He was the man who created the first railway tunnel under the hills and, because of the threat of encroachment onto the Malvern Hills, he was the co-founder of the Malvern Hills Preservation Society, which later, after an Act of Parliament, became the Conservators," said Mr Milne.

Ballard, who was born in 1804 and died in 1890, was a member of a well-known Colwall family and among his enterprises in and around the village were a vinegar works, a farm, an ice works and a fruit cannery.

He also created Jubilee Drive on land he owned, linking the Wyche and British Camp with a scenic route for the public to enjoy.

"Mr Ballard left a considerable legacy behind him, which is why we decided to commemorate him with this plaque," said Mr Milne.
