STOURBRIDGE College has put in an application to purchase the land of the former Brierley Hill Swimming Baths site.
The college is hoping to expand and develop its facilities to include classrooms and a youth theatre on the site.
It is also looking to purchase the surrounding land including the Poplars Health Centre and the District Housing office as well as a car park.
Services still on the site would be relocated as the college would require vacant possession of these buildings.
The college is hoping to secure funding from Advantage West Midlands for building work.
Phil Steven, chairman of the Save our Swimming campaign for Brierley Hill baths, said: "I can't understand why they would knock down Brierley Hill baths to let the college build on the land.
"If they are selling the land to the college then they should build some new swimming baths in Brierley Hill."
Brierley Hill Councillor Zafar Islam said: "I would like to know where the money is going when the land is sold.
"There is a need for replacement facilities for the community after the Brierley Hill baths were knocked down.
"It is an important issue to take in the interests and wishes of people in Brierley Hill district."
Cllr Islam added: "The additional education facilities and youth theatre are a positive thing and I am hopeful of these facilities in Brierley Hill for young people as they will be on their front doorstep.
"These facilities will give young people career prospects and life choices and will hopeful encourage them to go on to further education."
The application submitted to Dudley Council for the land is recommended for approval at the council's Brierley Hill area committee on Thursday February 1.
