Severe delays have been reported along the Himley Road in Dudley.
The delays are said to be in relation to the temporary signals in place due to emergency repair work by the National Grid Emergency near Milking Bank Island.
A spokesperson for Dudley Transport and Highway Services said: "The signals have been reported as stuck on red, however, it is believed that this issue is being caused by multiple vehicles running the red signal, thus causing the red-light timer to re-set in order to allow the running lane to clear.
"A TM operative has been dispatched from the contractor to assess and rectify the situation, however severe delays in the local area are to be expected until they can arrive on site."
Drivers are recommended to find alternative routes where available.
