A GORNAL resident is fed up of piles of bin bags and rubbish piling up at communal gardens and attracting rats.

The resident of flats on Autumn Drive said they have reported the issue 19 times in the past eight months to Dudley Council.

Campaigner Shaz Saleem visited and saw bin bags piling up as well as fly-tipped rubbish. He is calling for action.

Dudley Council has said the pile-up is due to residents not placing their bin bags in the appropriate place for collection.

It said it is investigating solutions.

The resident, who doesn't want to be named said: "The smell is horrible and is attracting rats and other vermin near to the property, my nine-year-old son is afraid of sleeping in his bedroom because it's all near his window he can't have his window open due to the smell.

"At one point me and another neighbours from our block had to move 64 bags from the same place.

"All this would be solved by having some kind of bin store somewhere near the front of our property."

Despite week in week out issues and complaints to a housing manager the issue persists.

Shaz said: "I'm very disappointed with how the council is treating our residents.

"They boast of being a low tax council but are very quickly becoming a no service council.

"Simply put, this council is failing our residents!"

Councillor Ian Bevan, cabinet member for housing and communities, said: “This incident doesn’t appear to be fly tipping we see in other areas.

“It would appear that the rubbish has accumulated because some residents haven’t moved their rubbish for collection.

"This has then encouraged further rubbish to be placed there.

“Unfortunately there are historical access issues here and none of the residents in this block have wheelie bins, and rubbish is still collected using black bags.

“The area was cleared in October last year, and having identified this further incident we are arranging to have the rubbish removed.

“Moving forwards, we will be writing to residents reminding them that they need to place their rubbish out for collection in the appropriate location and that if the problem reoccurs, they should report it in the normal way via MyDudley or by calling Dudley Council Plus on 0300 555 2345.

“We are also investigating alternative solutions including whether it is possible to create a bin pad so wheelie bins can be provided for residents.”
